Culatra & Ria Formosa

The island community of Culatra inside the Ria Formosa lagoon, where seahorse habitat and flood exposure are both documented.

Real location and documented needs. No Eden site or partnership confirmed.

Documented need

What the published record says.

CCMAR links seahorse decline in the Ria Formosa to illegal fishing, damage to seagrass habitat, noise and silting — and reported encouraging recovery in refuge areas near Culatra and Geada in 2023. A 2023 coastal study identifies flood vulnerability on Culatra, where fishing, shellfish farming and tourism are the main livelihoods.

Both citations date from 2023. Refuge recovery is documented, so this is not a story of continuing collapse everywhere in the lagoon.

Our proposal

Lagoon habitat protection with resident-led coastal resilience

What we would propose here, if local partners wanted it. Nothing below has been agreed.

Proposed environmental focus

Help protect lagoon habitat outside the no-navigation refuges and add to the local record of shoreline condition.

Proposed community focus

Support resident-led coastal resilience and fishing livelihoods through paid work and local purchasing, on residents' terms.

Potential contribution — subject to local agreement

What could be useful here.

For the place

  • Litter surveys along accessible shoreline
  • Shore-based observation and habitat records
  • Waste-reduction support with local services
  • Water-clarity records where locally coordinated

With the community

  • Buying fish and shellfish from island producers
  • Contracting island boat and guiding operators
  • Supporting resilience planning residents already lead
  • Craft and food enterprises paid at their own prices
  • Local enterprise & procurement
  • Cultural preservation
  • Infrastructure & water access
  • Women-led enterprise

What we would measure

Indicators, not claims.

Proposed indicators — baseline pending, nothing measured yet. Any baseline would be set by an independent survey agreed locally before work began.

Place indicators

  • Seagrass and seahorse habitat condition in monitored areas

    Baseline pending

  • Shoreline litter volume per survey

    Not yet measured

  • Water clarity records

    Not yet measured

Community indicators

  • Procurement value with island businesses

    Baseline pending

  • Paid local roles supported

    Not yet measured

  • Locally governed share of any benefits

The place, and concept imagery

The first frame is a photograph of the real landscape. The rest is concept imagery; not documentation of this location or of a built Eden Habitat.

Research candidate means the place is real and the need is documented — not that you can book, and not that anyone has agreed to host us.
